Why doesnt D-1 football have a playoff system instead of the BCS?

Have old traditional bowl system...would lengthen the season....most schedules are already set years in advance...no agreement on how playoff would work...existing.television contracts are locked in for a few years and would be difficult to alter.....stupidity
