HELP my sister has severly dry skin?

HELP my sister has severly dry skin on her face and when she washes her face it flakes and she says its getting to the point that it hurts and is going to go to the dematologist but would rather not she has used just about every face lotion out there and would like suggestions on what could be a good remedy
