Ohio Mailbox Laws?

The snowplow has taken out our mailbox twice now. The 1st time it just took the box off the pole, and it happened after the snow had stopped, so my husband was able to find our mail by walking up & down the street. This time it took the pole out of the ground. My husband found the pole & the box, but no mail, so we don't know if we just didn't get any mail today or if it's burried under the snow. The mailbox had to be wired/taped back together the 1st time, but this time it's a total loss. The city says they'd be more than happy to replace it if we can prove it was the plow that took it out (of course the plow marks aren't enough - evidently we have to have videotape of it happening to prove anything). My husband wants to concrete around the pole so that next time the plow breaks, not our pole & mailbox. Is that legal? Would we have to pay to have the plow fixed if it did bend/break?
